Because he and his wife are in adjoining plots, the military info somehow was merged to her record instead of his. I did a bit of research to verify this because women didn't enlist in the USMC prior to WWII, and this seemed unlikely for Mrs. Manley. I found his info through Ancestry and the US Census for 1930. I found them by accident after looking up a different person and finding duplicate entries for Mrs. Manley in MD and NJ, both from the imported data.
